The state of Ihram forbids women from covering their faces
When in Ihram, women are not permitted to hide their faces. Several scholars agree that a lady should not cover her face while in Ihram. It is also forbidden for men to conceal their heads.
If a woman feels the need to cover her face due to the presence of non-Mahram men. Then she should let the top cover of her veil fall down on her face.
A lady pilgrim should not wear any facial covering designed solely to cover her face. She may, however, hang a piece of her head, hiding her face. If a lady covers her face with a face covering or anything else. Then she is breaking one of the Ihram laws and must make amends.
Why is it not acceptable for a lady in Ihram to wear a Niqab?
There is no evidence that the Prophet Muhammad (PBUH) barred women pilgrims from covering their faces or instructed them to do so. As a result, during the Prophet's (PBUH) time, when non-mahram males went by women pilgrims. They did conceal their faces with something other than the Niqab.
A lady is not permitted to wear a separate item of clothing that fits her face. This does not imply that they should not be covered at all. This is comparable to the Prophet's (PBUH) ruling that prohibits a man from wearing a shirt or trousers in Ihram. Men should cover their bodies with Izaar and Rida. The lower garment of Ihram attire is Izaar, whereas the upper garment is Rida.
