An example to understand the transmitter operation

For example, a transmitter has a thermocouple, a sensing element of the device. It gives the input that measures the lowest temperature and draws a current of 4 mA from the power supply. 

With the increase in temperature, the instrument's sensor draws a higher current until it goes to 20 mA. In other words, 4-20 mA currents come under the lowest or highest current values. 

For instance, if the temperature ranges from 0-100℃, it indicates 4 mA current has 0℃ temperature while 20 mA has 100℃ temperature.
